Under the Dual Membership Scheme, the WECs will have a two-tier membership. The first tier is the Executive Membership for existing WEC Executive Members while the second tier is a co-opted membership called WEC Associates.

There are 2 types of WEC Associates: Grassroots WEC Associates and Non-Grassroots WEC Associates. Grassroots WEC Associates are women members who are serving in the Residents’ Committees (RCs) and Youth Executive Committees (YECs). Non-Grassroots WEC Associates are appointed from active regular volunteers of the WECs, capped at 1 Non-Grassroots WEC Associates to 2 Grassroots WEC Associates.

The Dual Membership Scheme provides an official platform for WECs to link up with their respective RCs and YECs for greater collaboration and sharing of networks and resources to reach out to the community, especially those whom they do not normally reach out to. Through this scheme, the WEC Associates act as the link person between their parent committees (ie RCs or YECs) and WECs to jointly organise programmes, on a project basis, to help promote bonding in the constituencies.

Examples of such collaborations during the pilot phase last year:

	Kids Read Programme – Hong Kah North WEC & Hong Kah North Zone 5 RC
	Hong Kah North WEC extended its monthly Kids Read Programme at the CC to the Hong Kah North Zone 5 RC with the help from WECs Associates from the RC.
	“Joy..is the Heart of it” – Ang Mo Kio WEC, Yio Chu Kang WEC, Ang Mo Kio YEC & Yio Chu Kang Zone 1 to Zone 9 RCs
	Through the RCs, Ang Mo Kio WEC was able to reach out to their residents and collected many items which were donated to Kwong Wai Shiu Hospital and Asian Women’s Welfare Association.

 

The Dual Membership Scheme was officially launched at the WIN Awards Dinner on Sunday, 2 March 2008 at Meritus Mandarin Hotel by Mr Lim Boon Heng, Minister, Prime Minister’s Office and Deputy Chairman of People’s Association (PA); Mr Tan Boon Huat, Chief Executive Director of PA; Dr Amy Khor, Adviser to WIN Council; and Mdm Marcellina Giam, PBM, then Chairman of WIN Council.

The scheme is officially rolled out to all WECs in April 2008. The WEC Chairmen or their representatives had been briefed on the scheme at District Meetings in November and December 2007 and, again, at a WEC Gathering on Saturday, 29 March 2008. The CCMC, RC and YEC Chairmen has been informed of the scheme from April to June 2008. To date, about 62% of the WECs have already implemented the DMS at their constituencies.
